and to the citizens who are the fabric and texture and color of san francisco. so, all of us can stop looking at the death of george moscone and start to put him firmly in our hearts so we can see the likes of him in new community leaders, young artists, queer and colorful, innovators and students, all inside our magnificently and uniquely diverse and never-changing city. san francisco will never be what it was, nothing in life will be. but as i heard recently, we are always nostalgic for a time that never was and often wanting to avoid a future that is inevitable. will change in san francisco as in everywhere is inevitable. and change can be beautiful. we are all of us the agents of change. as george and harvey were. each one of us is the story teller of our lives and the lives of the people we've lost. and that wasn't always the case, as willie mentioned. but because of the likes of george and harvey and so many others, all the way to our mayor ed lee, all of us have voice. all of us can tell the story. so, let's crowd source this thing. let's tell the real stories of george and harvey. sto

to keep the ball moving forward. we can't -- i think most of us all here would agree, we really can't prevent the next disaster from happening. but by building the partnerships that we are here today and will continue to build in the future, we can certainly limit the number of deaths and long-term destruction. we can surge a lot of things: resources, people. but we cannot surge trust. so venues such as this is what helps us build that trust so that when the bell does go off we know -- a comment i made yesterday and i'd like to use it again in closing today, the most important thing for me to come out of this two-day seminar and sbat -- into the future is the ability for us to physically face to face look each other in the eye, shake hands and say to each other, we are in this together. thank you, ladies and gentlemen. . and this also helps us it restore capability to wherever we are responding to. this shows a lot of different response here. this is our urban search and rescue event that was part of the overall exercise. we had a lot of different partners that responded to this rubble pile. we had urban search and rescue, u.s. coast guard, and this provided an opportunity for our military to work with the federal and state partners there in learning how to interact with their agencies and also being able to learn some of the different capabilities that they have in using their equipment. we also had some medical partners there where they were able to locate and evacuate the medical patients and that also showed a great partnership. this is the health care association for hawaii and this is the part of the agency that helped us coordinate the medical response part of this. they were able to conduct a 50-bed disaster medical assistance team hospital on the island of oahu and this allowed the state of hawaii to be able to exercise their state-wide disaster drill. one of the things that hawaii has never been

's tough to fit it in but it's important to fit it in and it will make us more effective. we did an exercise back in may in preparation for this and developed a pretty detailed concept of operations. we built load plan, timelines, spare parts lists, we really got into the weeds, thinking about the second and third tier effects, so i want my relief to understand that and i want him to know where that plan is so he can pull it right off the shelf if this ever happens and be ready to respond quickly instead of trying to figure this all out when we need to be getting underway. >> i'll boil mine down into just one, and that is i will pass to my relief to continue to support events like this and look for opportunities to continue to learn how we best in the military can integrate with our civilian and federal contemporaries to be prepared for an eventuality that we hope will never come, but we certainly should be prepared for. so the one thing i'm passing on is keep the momentum. >> thank you, all. one other benefit that was cited in the after action review and also was mentioned tod

they were very interested in it. now can this site be available? you had turned down the conditional use. so we decided with don that the logical thing would be to get in touch with the methodist church and find out. the result was that this lawyer told the methodist that they shouldn't get involved with it and each and every methodist i talk to, they are all interested in senior housing, but the lawyer said no. so what was the result? tndc was subpoenaeded and threatened with litigation and they had a lot of expense. i think you have heard about that. so they want to come forward and do the full analysis, which might be thousands of hours and the offer that they were told would be welcomed after the judge ordered them to talk. all right? now the methodist administrator said we would love to do that and the attorney says my client will not sell to anyone unless they pay off john's expenses. nobody else can buy the site. tndc nevertheless persifted persisted and i do believe this lawyer would be capable of doing something in that direction. they are the owners of the property still. a

and one of the underserved policy topics in the united states. the native-born population of the u.s. doesn't have replacement fertility rates so all future population growths comes from what we choose and this is the issue over the longer term, so those things strike me as central as to how it will work out. seems to me we have a couple things. first is to recognize it is time to look forward. this crisis began years ago now, and i was once in the camp of designing very clever policies, i promise you they were very clever. al solved all these problems, but more policy and inknow vacation and programs and intervention i think is now making it too difficult to figure out what the rules are and move forward. more policy innovation. that is making it difficult to figure out what the rules are. it is time to let markets clear. that's point number one. the example is the basil three zero courts and the implementation. if you look at the credit implications of those rules verses normal lending circa 2001. we're on track to thrive for 25% fewer mortgages then if we have the standard for 200

experiences in combat has showed us there and prior experience with disasters have outlined that even though there's a well-defined system of response it doesn't always work out. what i defined yesterday was that logistics problems may get in the way and interfere with medical surge planning as is outlined. putting resources where they are needed in a huge disaster may outstrip the ability of local authorities to do that because roads are out. the niche we have as the marine corps assets we have the ability to locate some of our resources like shock trauma platoons, that's what we do in combat and we have experience with that and that may be something that may be of benefit to this process. >> during the last panel, mr. cahen mentioned it's so important to understand the resources that his agency has versus the ones that the military has and he said at one point they started looking down in terms of typing, i have this, you have this, how are we going to respond and get the resources we need to deal with the incident. i'd like to hear from all of you what did you learn about what the other

for the pedestrians crossing sixth street. it provides a very useful and beneficial buffer between moving vehicles and pedestrians on the sidewalk. and if successful, this space will allow us in the future to construct corner intersection [speaker not understood] or bicycle parking and [speaker not understood] and other amenities in that space. we've also made concurrently other improvements on the east-west street intersecting sixth street and those include lowering the speed limits on howard, folsom, harrison and bryant within the same time frame from 30 to 25 miles an hour. so, it's been a year. we did the evaluation and we found that the change is working with minimal impacts. we not only looked at sixth street, but also fifth and seventh as a corridor and the traffic did not shift significantly or change significantly on those streets. so, based on that, we recommend that it be approved and made permanent and we presented the results to city planning and they gave it a categorical exemption now for this particular proposal. >> what is the board's mesh you? er >> motion to approve. >> second.

is telling us that, in fact, more weapons were found at the mother's home. now, they are doing complete traces on those weapons. they are not saying they are directly related to the shooting. but it is providing more of a picture about how everything happened. we have, however, learned from our sources about the three additional weapons that were found at the home. appear to be found there. and they are all rifles. all rifles. these are in addition to the three weapons that we've already told you about in the last couple of days. two handguns, a glock and a sig sauer. as well as that semiautomatic known as a bushmaster. now, authorities tell us, our sources tell us, those three weapons were, in fact, found next to the shooter's body at the school. one was not in one of the vehicles outside, but all three were with him. they also do know which one he used to kill himself, according to our sources. but they're not ready to reveal that yet, because they consider it an important part of the investigation. also at a news conference today, the medical examiner explained how vicious the attack
